Isn't it basically impossible to answer this question without knowing the real figures in question?
Eg, I think the IPA's £23K is a pretty good starting salary for a grad. However, I've seen grad vacancies advertised at £13K which would be impossible to live on in London.
That's not even mentioning the shadier ...
